摘要：党的十九届五中全会提出，坚持创新在我国现代化建设全局中的核心地位，首次将科技自立自强作为国家发展的战略支撑。然而，集成电路产业作为我国科技发展的核心产业，近年来频遭以美为首的发达国家的技术封锁，而正是这些"卡脖子"的关键核心技术，使我国相关科技企业制造链断裂。坚持科技自立自强战略，实现关键核心技术突破，不断塑造集成电路产业的发展优势成为我国当前急待破解的重大现实问题。基于此，本文首先阐述科技自立自强如何塑造集成电路产业发展优势；再者，本文对集成电路产业的产业链进行梳理，包括上游基础环节、中游制造环节和下游应用环节，以此分析我国集成电路产业链关键环节的核心技术的竞争态势，并分析这些关键核心技术存在"卡脖子"的原因；最后，对我国芯片产业的高质量发展路径提出参考建议，以期加快突破缺"芯"困局，实现关键核心技术对于我国产业的支撑引领作用。

Abstract：The Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China proposed to adhere to the core position of innovation in the overall situation of China\'s modernization construction, and for the first time take scientific and technological self-reliance and self-improvement as the strategic support for national development. However, as the core industry of China\'s scientific and technological development, the integrated circuit industry has been frequently blocked by the technology of developed countries led by the United States in recent years, and it is these key core technologies that have broken the manufacturing chain of China\'s relevant science and technology enterprises. Adhering to the strategy of scientific and technological self-reliance and self-improvement, achieving breakthroughs in key core technologies, and constantly shaping the development advantages of the integrated circuit industry have become major practical problems that China urgently needs to solve. Based on this, Firstly, this paper expounds how to build the advantages of IC industry by self-reliance in science and technology. Moreover, this paper sorts out the industrial chain of the integrated circuit industry, including the upstream basic links, midstream manufacturing links and downstream application links, so as to analyze the competition situation of the core technologies of the key links of China\'s integrated circuit industry chain, and analyze the reasons for the "stuck neck" of these key core technologies; Finally, reference suggestions are put forward for the high-quality development path of China\'s chip industry, in order to accelerate the breakthrough of the "core" dilemma and realize the supporting and leading role of key core technologies in China\'s industry.
