苏州青年科技人才引育机制的评价与优化研究

摘要:青年科技人才是国家未来科技竞争力的关键力量,青年科技人才的发展对地方科技产业的进步至关重要。在中国未来的发展道路中,我们需要一批具有国际水平,能够引领时代方向的优秀青年科技人才,使中国在世界科学技术领域中不断进步,进而实现民族的伟大复兴。课题组通过对北京、上海、深圳等城市人才引育经验做法的梳理和总结,基于四个城市青年科技人才政策比较的PMC模型,发现苏州青年科技人才引育方面存有不足之处:(1)苏州青年科技人才政策尚未形成完整与独立的体系;(2)青年科技人才政策评价体系不完善;(3)青年科技人才引育载体欠佳;(4)青年科技人才配套服务措施不完善;(5)人才激励机制不够完善,缺少吸引力。最后,针对以上问题,在总结和借鉴京、沪、深等城市的经验与做法的基础上,提出了改进苏州青年科技人才引育机制的对策和建议。

Evaluation and Optimization of Education Mechanism for Young Scientific and Technological Talents in Suzhou
Abstract:Young science and technology talents are the key force of national science and technology competitiveness in the future. The development of young science and technology talents is very important to the progress of local science and technology industry. On the road of China\'s future development, we need a group of outstanding young scientific and technological talents with international level and who can lead the direction of The Times, so that China can make continuous progress in the field of science and technology in the world, and then realize the great rejuvenation of the nation. The research group sorted out and summarized the experience and practices of talent introduction and education in Beijing, Shanghai, Shenzhen and other cities. Based on the PMC model comparing the policies of young scientific and technological talents in the four cities, the research group found that there are shortcomings in the aspects of talent introduction and education of young scientific and technological talents in Suzhou: (1) The policy of young scientific and technological talents in Suzhou has not formed a complete and independent system; (2) The policy evaluation system of young scientific and technological talents is not perfect; (3) The carrier of young scientific and technological talents is poor; (4) The supporting service measures for young scientific and technological talents are not perfect; (5) The talent incentive mechanism is not perfect and lacks attraction. Finally, in view of the above problems, on the basis of summarizing and learning from the experiences and practices of Beijing, Shanghai, Shenzhen and other cities, this paper puts forward some countermeasures and suggestions to improve the education mechanism of young scientific and technological talents in Suzhou.
