Quantitative Evaluation of IC Industry Policies in Yangtze River Delta

Abstract：In the context of COVID-19 prevention and control and trade friction, the IC industry, as the core industry of the national economy, is of strategic significance. Whether the existing IC industry policies can play a role and whether the text content is targeted, forward-looking and sustainable is an important basis for the formulation of IC industry policies.This paper draws on policy evaluation methods, policy instrument theory and innovation value chain theory to study the 23 IC industry policies issued in the Yangtze River Delta region, constructs a three-dimensional analysis framework of "instrument-value chain-content", and adopts the PMC index model. We analyze the current situation and problems of IC industry policies in Yangtze River Delta region by using the quantitative method of PMC index model.The study found that the use of policy instruments in the Yangtze River Delta IC industry is uneven. And the application ratio of policy instruments in the value chain of "basic research" is low. Moreover, there are problems of low scores in policy effectiveness and policy functions. In this regard, it is proposed that the combination of the three types of policy instruments should be optimized, considering the various links of the industrial value chain and the overall quality of the policies to maximize the effectiveness of the combination, to continuously improve and optimize the IC industry policy system and help the development of "China Chip".
